Great game - I won my first time playing! (using the"Scott never wins" strategy)

The first time I won I hoarded monuments ... but that only works if you have lots of star systems with the planets (and resources) to hold them

Did you guys ever get a tweak together to solve the problem of players hoarding Monument cards in their hands and/or dumping them back into the discard pile?
