you guys ever get a tweak together to solve the problem of players
hoarding Monument cards in their hands and/or dumping them back into
the discard pile?

Having said that, here's what we'll share. After several rounds of play testing we came to the conclusion that a rules change wasn't necessary. Hoarding Monument cards is a strategy, albeit not a winning one. The real problem comes when more than one person in a 6 player game hoards cards. This strategy baffles the test team, as they play to win not simply to not lose. However, we don't want to take that strategy away from people who are satisfied with simply not losing.
On the other hand, if you are playing with players who commonly use this strategy, and it's making your games go on for ever, we suggest you invoke a sudden death rule. After a certain amount of time have each player roll a d6 before the start of their turn. If they roll a 6, the game ends, immediately. The player with the most monuments in play wins.
